The Uganda Peoples' Defence Forces (UPDF) have significantly tightened operations along the Uganda–Democratic Republic of Congo (DRC) border to enforce a temporary border closure aimed at halting the cross-border spread of the deadly Bundibugyo strain of Ebola.
Led by commanders like Maj. Gen. Felix Busizoori of the UPDF 4 Infantry Division, military units are working alongside the Ministry of Health to implement strict Standard Operating Procedures (SOPs). This military enforcement is part of a broader health emergency strategy enacted by Uganda's national Ebola task force, chaired by Vice President Jessica Alupo.
Key Border Restrictions and Enforcement Measures
Temporary Border Closure: The 4-week complete travel suspension halts all passenger traffic, public border transport, Boda Boda services, and cross-border taxis.
Strict Cargo Exceptions: Only cargo trucks, fuel tankers, food transport, humanitarian aid, and security personnel are allowed through formal crossings like Mpondwe and Vurra.
Rigorous Checkpoint Screening: Permitted truck drivers must undergo mandatory temperature checks and hand sanitization at UPDF desks before they can access Uganda Revenue Authority (URA) or immigration offices. Anyone with elevated vitals is turned back to the DRC.
Mandatory 21-Day Isolation: Any individual authorized to cross under exceptional emergency terms is subjected to immediate, supervised 21-day quarantine.
Curbing Illegal Crossings: The UPDF has intensified foot patrols to seal off hundreds of porous footpath shortcuts utilized by smugglers and unauthorized travelers. Security teams at inland checkpoints, such as Pakwach, are actively intercepting and deporting individuals who enter illegally.
Livestock Market Ban: Cross-border trade and local livestock markets near the frontier have been frozen to restrict mass gatherings and unregulated trade movements.
Continued Anti-ADF Operations: Despite the high biological hazard, the UPDF confirmed it will maintain its joint offensive operations with the Congolese military against the Allied Democratic Forces (ADF) rebels in eastern DRC while adhering strictly to Ebola safety protocols.
