Makindye Chief Magistrates Court rejects bail for former Kampala Lord Mayor Erias Lukwago

The Makindye Chief Magistrates Court officially denied bail to the People's Front for Freedom (PFF) leader and former Kampala Lord Mayor, Ssalongo Erias Lukwago, extending his remand at Luzira Prison.

The decision was delivered electronically via the Electronic Court Case Management Information System (ECMIS) by Chief Magistrate Sarah Anne Basemera following a tense legal standoff.

Ongoing Investigations: The magistrate ruled that the need to complete state criminal investigations without interference outweighed Lukwago's temporary right to liberty.

Manageable Health Conditions: Although his defense team, led by MP Medard Lubega Sseggona, presented documents showing Lukwago suffers from hypertension, chronic gastritis, tinnitus, and a severe spinal disc issue, the court declared these medical conditions could be managed within the Uganda Prisons Service healthcare system.

Gravity of the Offense: The court agreed with state prosecutors regarding the high security risks and seriousness surrounding the case.

The Charges: Lukwago faces charges of misprision of treason under Section 25 of the Penal Code Act.

Case Context & Key Allegations

The Charges: Lukwago faces charges of misprision of treason under Section 25 of the Penal Code Act.

The State's Claim: Prosecutors allege that between 2021 and November 2024, Lukwago had prior knowledge of a treasonous plot involving veteran opposition politician Dr. Kizza Besigye, Hajj Obeid Lutale, and others to overthrow the government but failed to report it to authorities. Lukwago strongly maintains his innocence.

Court Timeline & Next Steps

Next Appearance: Lukwago is expected to return physically to the Makindye court on June 30, 2026, for the formal mention of his case.

The Dual Showdown: This date critically coincides with the scheduled High Court treason proceedings of his client, Dr. Kizza Besigye, where Lukwago was originally meant to lead the defense.
