M7 asks Police's ICT Head AIGP Felix Baryamwitsaki to step down over a CCTV Corruption Scandal.

 

Direct Action Ordered by the President:

Interim Management: The appointment of an acting Permanent Secretary to oversee the Ministry of Internal Affairs.

Payment and Prosecution: Immediate payment to the contractor, Dealan Associates Limited, and the prosecution of the involved middleman.

Investigation: A six-month forced leave for the officials while the State House Anti-Corruption Unit investigates.

Introduction to the Scandle:

Implicated Officials: Along with AIGP Baryamwitsaki, Permanent Secretary Lt. Gen. Joseph Musanyufu and Police Undersecretary Aggrey Wunyi were sent on forced leave.

The Fraud: Corrupt officials allegedly blocked a UGX 31.37 billion payment intended for Dealan Associates Limited, a firm contracted to maintain the national CCTV network.

Extortion: Officials allegedly used a middleman, Hassan Serunjoji, to demand bribes from the contractor for releasing their funds.

Context: The cameras, originally installed by Huawei, are now maintained by Dealan Associates following Huawei's 2019 sanctions.
